ITC CONSULT ON SIMPLIFIED AIRTIME SALES RULES

THE ITC have published a consultation paper seeking comments on new simplified rules for airtime sales arrangements, and whether new rules are required to prohibit certain types of share deals.
The main changes to the current Statement on Airtime Sales Arrangements suggested in the document are to abolish the requirements for prior written consent for joint sales arrangements involving regional Channel 3 licensees, yet maintain a prohibition on joint selling between Carlton Communications and Granada Media. The document also suggests joint selling arrangements for national airtime and to abolish the regulatory limit on Net Advertising Revenue share.
The ITC say that they do not wish to disrupt existing arrangements but expect the new arrangements arising from the consultation to be in place by the summer of 2001.
