Ofcom approve codes of practice for independent producers

Ofcom has approved new codes of practice drawn up by public service broadcasters for commissioning programmes from independent producers.
A requirement of the Communications Act, the codes developed by the BBC, ITV, Channel 4, Channel 5 and GMTV will create a new framework that will serve both broadcasters and producers and “enhance the creative and economic potential of the UK television industry”.
The new framework is intended to provide independent producers with greater opportunities to retain rights in the programmes which they produce and, if they wish, to develop those rights for their own purposes.
Ofcom say it is now looking to the broadcasters and representatives of independent producers to take forward negotiations on the more detailed terms of trade that will give effect to the codes.
Ofcom believes that all parties have an interest in implementing the codes of practice as quickly as possible and that negotiations on the terms of trade can take place and be concluded in a relatively short space of time.
Stephen Carter, Chief Executive of Ofcom, said: "These codes are the first steps to greater creative and commercial opportunities for the independent production community. We hope that the next steps will be equally effective."
