Ofcom announce senior technology and research appointments

Ofcom have announced the appointment of two senior professionals, who will support the new communications regulator across technology and research and development issues.
Peter Ingram joins as Chief Technology Officer responsible for leading Ofcom’s technology team. He is currently Chief Technology Officer of BT Retail, part of British Telecommunications plc.
Ingram has had a long and varied career at BT. In the last two years, he has played a decisive role in the early-stage development of new revenue-generating services enabled by new technology (including BT Openzone - a public Wireless LAN 'hot spot' service), and has played a key role in the development of BT's strategy for fixed/mobile convergence.
Prior to this, he held a wide range of senior management roles in BT, including programme management of some BT Group-wide technology programmes, a two-year assignment to BT's global joint venture company, Concert, in the US, and managing the development of messaging, directory and security services for BT's customers.
Ingram is a European Engineer (Eur Ing), a Chartered Engineer (CEng), and a fellow of the Institution of Electrical Engineers (FIEE).
Joining Ingram’s team, Professor William Webb will become Head of Research and Development and Senior Technologist specialising in radio spectrum affairs. Webb will provide expert technological and regulatory input into a number of the key strategy and advisory panels within Ofcom.
Webb joins from PA Consulting where he was a managing consultant in the Wireless Technology Practice, providing advice across the wireless industry. Prior to that he was a Director of Corporate Strategy for Motorola, based in Chicago, USA.
His regulatory experience includes studies on spectrum pricing and the economic value of spectrum in the mid 1990s through to his current membership of the influential Spectrum Management Advisory Group (SMAG). He is a Visiting Professor at Surrey University, holds a PhD in mobile radio technology and is the author of 'The Future of Wireless Communications'.
Webb is a Fellow of the Institute of Electrical Engineers and a judge for the Wall Street Journal Innovations Award and the GSM Association annual awards.
