BBC could miss indie production quota again

The BBC are expected to fall short of their statutory 25% quota for independently produced programming for the second year running.
The corporation have already come in for heavy criticism after missing the target for the previous year, when they commissioned only 23.7% of their productions from independents.
The BBC could be heavily fined under provisions in the communications bill going through parliament if they continue to breach the independent production quota.
This tough new measure formed part of the announcement last month by the culture secretary, Tessa Jowell, of a new regime governing the relationship between broadcasters and their independent suppliers.
However, the BBC are campaigning to have some large producers, such as Peter Bazalgette's Endemol, redefined as independents, which would greatly boost their 'independent' output.
