BBC propose to carrying limited advertising

The BBC are at the centre of another row over the corporation's growing commercial instincts and breaches of charter restrictions.
The argument focuses on the BBC's bid to show European Champions League football, one of the most advertising dependent sports competitions in the world.
The BBC have compiled a proposal that involves scrolling the names of sponsors across the bottom of the screen before and after matches as well as at half-time.
The sponsor's logos will also feature throughout the programme, but names will not be announced.
ITV, the current holder of the Champions League screening rights, have objected to the move, claiming the BBC are in clear breach of their charter.
The BBC have spent months working to see how they can get around the strict charter controls, and believe their proposals are legal. This view appeared to be endorsed by the Government when a spokesperson for DCMS Minister Tessa Jowell rejected calls for her to intervene, stating that it was a matter for the BBC Governors.
It is understood that the BBC bid offers more money in exchange for a scaled down advertising presence.
ITV paid £250m in 1999 for the four-year rights, and UEFA have made it clear they would expect to at least equal that amount despite a downturn in the football television market.
A decision is not expected until November at the earliest.
