OFCOM appoint Carter as Chief Executive

Former ntl Managing Director Stephen Carter is to be Chief Executive of the communications super-regulator, OFCOM.
Carter will head an organisation that brings together five regulatory bodies, including the ITC, and will have a staff of more than 900. Carter beat off competition from many well-known media names, including Patricia Hodgson of the ITC.
Lord Currie, OFCOM's chairman, said: "I am very pleased that Stephen is to join us. He has exactly the right qualities to deliver these requirements as well as considerable experience of working in the advertising, broadcasting and telecommunications sectors."
During his tenure at ntl, Carter was known in the industry for his tough stance on the BBC, saying at a Select Committee briefing last year that "BBC bosses don't have to worry about launching channels because we are forced to bear the cost of carrying them. If they were forced to bear the cost themselves, they might think twice."
