BBC Trust Launches Public Value Test For High Definition Television Channel

The BBC Trust has formally launched a Public Value Test (PVT) into the BBC's proposal for a high definition television channel.
The Trust has published the BBC Executive's application document as well as supporting documents, a service description and a full administrative timetable for the PVT, which will be completed within six months.
The Public Value Test has three main parts and includes two periods of public consultation:
  • Public Value Assessment by the Trust
  • Market Impact Assessment by Ofcom
  • The Trust's decision
The first four week consultation period begins tomorrow, Tuesday 22 May.
The Trust is scheduled to reach its provisional conclusion in September and final decision in November following a further period of public consultation.
A full administrative timetable has been published.
