FILM COUNCIL UNDERTAKE NEW STRATEGY AND INITIATIVES
WITH THE task of redesigning Lottery support for film production and a new strategy for film and the moving image in the English regions substantially completed, the Film Council are now undertaking a raft of new policy and strategy initiatives.
This summer they will be working to identify what measures can be introduced to encourage the development of the specialised exhibition and distribution sectors.
The Film Council have commissioned a team of consultants led by KPMG.
KPMG will be looking at the structure and economics of the specialised distribution and exhibition sector, its growth potential and its actual and potential audience. This study will be supplemented in three areas by: an examination of e-cinema being undertaken by Neil Watson; an examination of international models of support for exhibition and distribution being undertaken by Olsberg SPI, in association with Kern European Affairs; and an examination of film and moving image education practice undertaken by the Centre for Education Leadership and School Improvement.
They are confident that with the breadth and range of expertise on board, they will be able to put forward a set of strong proposals to the Board of the Film Council in late October.
The resulting strategy for specialised exhibition and distribution will also inform the aims and objectives of a new capital programme which the Film Council will launch later this year in association with the Arts Council of England, specifically to support cinema exhibition.
The problems of the specialised sector have been well documented and long debated, but little sustained or systematic effort has been taken by policy makers and public funders to deal with these problems in recent years. They believe that the moment is now right for the Film Council to take a lead in this area but they need everyone's support and co-operation if they are to make a real difference.
